WHY PUTIN'S STRIKE-FOCUSED THEORY OF VICTORY MATTERS

A shipment of unserviceable F-35 components was diverted while traveling from Australia to the United States. The F-35 Joint Program Office has confirmed a shipment issue and says it is trying to recover the components. Bloomberg reported that the cargo contained a cockpit canopy and a weapons-bay door, passed through South Korea and Hong Kong, and was taken into Chinese government custody. Those details come from people briefed on the incident, not from a public investigative finding. The established failure is narrower and still serious: a defense supply chain lost control of two aircraft components in international transit.

What We Know

Politico first reported the diversion on September 18, 2026. On September 23, Bloomberg identified the carrier as UPS and dated the shipment to late May. Its sources said the parts were headed to the United States for inspection and possible repair or disposal, stopped in South Korea and were then routed to Hong Kong. The report also said Chinese authorities took possession and had not returned them. The Pentagon has confirmed the shipment problem and the recovery effort, but has not publicly confirmed that route or the current custodian.

Official statements describe the hardware more cautiously than several headlines. Australian Defence Minister Richard Marles said his understanding was that the shipment did not contain sensitive equipment or sensitive parts. Lockheed Martin called the components unserviceable and low-risk for exploitation. Bloomberg's sources, by contrast, said both pieces carried radar-absorbing material associated with the aircraft's low-observable design. The parts' condition and any residual technical value have not been disclosed.

The incident was known inside government before it became public. Australian Defence Industry Minister Pat Conroy said he had been aware of it well before the first reports. Bloomberg also reported that Defense Department officials discussed the components during a closed Senate Armed Services Committee hearing on June 23. The unresolved questions are how the destination changed, when the exception was detected, who authorized each transfer and whether the shipment was opened or examined.

Operational Context

Australia is a regional hub in the F-35 Global Support Solution, which combines airframe and engine maintenance, component repair and warehousing across an international fleet. Bloomberg reported that these components were traveling to the United States for inspection and possible repair or disposal. Commercial carriage is part of the network: the Defense Logistics Agency has publicly described test shipments using contracted carriers including FedEx and UPS. The investigation now turns on route authorization, exception handling and custody records.

The accountability problem predates this shipment. In 2023, the US Government Accountability Office found that one F-35 prime contractor had recorded losses of more than one million spare parts worth over $85 million since May 2018. In that report, losses included items recorded as lost, damaged or destroyed. The Joint Program Office had reviewed fewer than two percent of those cases, and more than 900,000 parts worth over $66 million had not been reported for its review as of October 2022.

A March 2026 Defense Department inspector general summary again identified recurring weaknesses in F-35 contract oversight, inventory management and financial reporting. Those audits do not establish the cause of the Hong Kong diversion. They show why the current investigation must assign responsibility across a contractor-led network in which visibility and custody are divided among several actors.

The central issue is chain of custody at the boundary between defense logistics and commercial transport. Investigators need the complete manifest history, routing rules, customs and brokerage records, scan timestamps, authorized consignee and every manual override. That record should show whether Hong Kong was introduced by a data error, a carrier decision, a customs action or a deliberate diversion.

The technical risk cannot yet be measured from public information. A canopy and a weapons-bay door contribute to the aircraft's low-observable configuration, and physical inspection can reveal materials, construction methods and tolerances. Their intelligence value depends on condition, configuration, remaining coatings and what an examining party already knows. Marles's description of the parts as non-sensitive and Lockheed Martin's low-risk assessment belong in the record alongside Bloomberg's reporting about radar-absorbing material.

The wider implication concerns the design of a global support network. Shared pools and regional repair hubs improve availability, but every handoff adds a point where labels, export controls, route permissions and custody records must agree. Unserviceable hardware requires the same traceability until repair, demilitarization or disposal is complete. The investigation will be judged by whether it identifies the broken handoff and changes the controls that allowed it.

WHY THE KREMLIN'S CEASEFIRE REJECTION AND POLAND INCURSION MATTER

The name is a Tolkien reference. In The Lord of the Rings, the palantíri are seeing stones that show events far away, and the danger is that an enemy can control what the viewer sees. Thiel has said he read the books more than ten times and has named ventures after them, including Mithril Capital and Valar Ventures. Palantir adopted "Save the Shire" as its motto and named offices The Shire and Rivendell. Critics have turned the Tolkien reference back on the company. (Wikipedia; The Bulwark)

Thiel is a major reason Palantir is known outside government circles. Born in Frankfurt in 1967, he spent part of his childhood in South Africa and in what is now Namibia, then grew up in California. He studied philosophy and then law at Stanford, co-founded the company that became PayPal in 1998, was Facebook's first outside investor with $500,000 for a 10.2% stake, and founded Founders Fund in 2005. He also secretly spent about $10 million financing litigation that led to Gawker's closure after the site outed him as gay in 2007. (Wikipedia)

His politics matter here. Thiel gave $1.25 million to Donald Trump in 2016, spoke at the Republican convention and joined his transition team. He met JD Vance in 2011, later employed him, and spent about $15 million supporting Vance's successful 2022 Senate campaign. Vance is now vice president. (NPR; CBS News)

Thiel is chairman, not the operator. Alex Karp has served as chief executive since 2005. His background is unusual for a defense contractor: he studied philosophy, met Thiel at Stanford Law School and later earned a doctorate in social theory with a dissertation written in German. He calls himself a progressive and has donated to Democrats, while arguing that Western democracies should build better weapons than their rivals. Operational Context

Palantir's role is comparatively straightforward. Palantir does not build sensors, satellites or weapons, and it is not mainly a builder of AI models. It builds the layer in between: software that pulls data out of systems never designed to share it, puts it in one place with a common structure, and lets analysts and AI models work on it. Gotham serves defense and intelligence; Foundry serves companies and civilian agencies.

The military centerpiece is the Maven Smart System. Project Maven began at the Pentagon in 2017 with a small team using computer vision to sort drone video. Google was an early partner but declined to renew its contract in 2018 after employees objected to working on targeting. Palantir became the main integrator, the contractor that makes the pieces work together. The system now fuses satellite imagery, drone feeds, radar and intercepted communications in a single interface and proposes candidate targets, allowing an operator to move from detection to a strike recommendation within one system. Commanders, not the software, authorize strikes, and CSIS describes human analysts as responsible for validating what the machine proposes. (CSIS)

Palantir's military business has expanded rapidly. The Pentagon's contract ceiling for Maven passed $1 billion in May 2025, and NATO bought its own version that year. In July 2025 the US Army folded 75 Palantir contracts into one agreement with a ten-year ceiling of $10 billion, a cap rather than a commitment. In March 2026 the Pentagon made Maven a program of record, a status that establishes it as a formal acquisition program in the Pentagon's budget. The Pentagon's AI chief said the system was used for 13,000 targets in 38 days during this year's Iran campaign, and that troops had shown an "insatiable appetite" for it. The Minab strike is where the debate over speed and accountability becomes concrete. The school was struck on February 28, the first day of the campaign. Counts differ by source: Iranian local officials reported 156 dead, including 120 students and 26 teachers, and other tallies run higher. Most of the dead were children. Reporting on the preliminary Pentagon review points to outdated coordinates that still listed the site as part of an adjacent military compound. More than 160 Democratic lawmakers asked whether Maven identified the target. The Pentagon has not answered, the investigation is unpublished, and no official finding blames the software. The customer list runs well beyond the Pentagon. In the United States, Palantir works with the CIA, the FBI, homeland security, health and tax agencies, and its immigration work is the most contested: a $30 million case-tracking contract, and an app that shows officers the addresses of people who may be subject to deportation. Court filings released in July showed that Medicaid records improperly disclosed for immigration enforcement were loaded into Palantir systems, and the company has published a rebuttal to its critics. Abroad, Ukraine has used it for targeting, demining and war crimes work since Karp visited Kyiv in June 2022. Israel signed a partnership with its defense ministry in January 2024, Britain runs an NHS data platform on Palantir software, and German state police use Gotham within limits set by the constitutional court. Europe is adopting Palantir while also questioning the dependence it creates. On June 16, the French prime minister announced that the domestic intelligence service would replace Palantir with a French firm, arguing that a state should not depend on a supplier that could cut off access. British ministers have signaled they may let the NHS contract lapse, and Germany's cabinet is split over letting federal police use the software at all. (Euronews)

My Read

I read Palantir less as a vendor than as infrastructure, and that is the part worth arguing about. A vendor sells a tool that can be swapped out. Infrastructure is what everything else gets wired into, and once it becomes indispensable, replacing it takes years. The Army agreement that replaced 75 contracts with one, and the decision to formalize Maven as a program of record, point in the same direction: toward standardization on a single supplier. That buys speed, which is real. It also concentrates leverage in a private company whose chairman helped build the current administration.

That is not the same as saying the software killed children in Minab, and I would not make that claim. What the reporting describes is a more familiar kind of failure: an outdated database, a shortened review process and an operational tempo that left less time to catch the error. Software that compresses hours of analysis into minutes does not create those failures, but it amplifies their consequences, because the same bad record can shape more decisions before anyone notices. The European argument is a different one, about dependency rather than performance. A government that runs its intelligence service on foreign software has to trust the vendor and the government with jurisdiction over it. France answered that for its intelligence service this year. Others have not.

What to Watch

• Will the Pentagon publish the Minab investigation in full, and will it address what role the targeting software played?

• Does the British government trigger the NHS data platform extension before the initial contract term ends in March 2027?

• Does Germany's federal government resolve its split and authorize national police use, or block it?

• How much of the Army's $10 billion ceiling turns into actual obligations over the next year?

• Do other European states follow France in replacing Palantir with domestic suppliers, or will France remain an exception?

WHY NORTH KOREA'S INTEGRATED STRIKE DRILL MATTERS

ISW reports the September 12 exercise was the first time North Korea combined ballistic missiles, rocket artillery, cruise missiles, and drones in one strike test. This diversification mirrors Russian strike packages used against Ukraine.

ISW assesses North Korea may be learning from Russian tactics that combine munition types to complicate South Korean interception. One drone variant in the exercise reportedly resembled types used in Ukraine and the Middle East.

ISW's September 18 Iran Update reports that unspecified sources told Lebanese Hezbollah-aligned media that Saudi Arabia offered the Houthis a two-week truce through Omani mediators, which the Houthis reportedly rejected. The arrival of MQ-9 Reapers would give Washington something more durable than a carrier visit or a temporary show of force: the ability to watch selected areas for long periods, fuse intelligence with partner governments and, when authorized, strike a target with the same aircraft that tracked it.

That capability is expected to move into South America as the United States expands joint operations against trafficking networks. It also arrives as Washington openly seeks to restore its primacy in the Western Hemisphere and limit the influence of powers from outside the region. The immediate mission is counternarcotics and counterterrorism. The larger consequence is a stronger US military position in the competition for access, intelligence and political alignment.

The Capability Coming South

CNN reported on September 18 that the US military is expected to transfer MQ-9 Reapers operating over Africa to US Southern Command. Six sources familiar with the planning described the broader move. One of them said it could involve "most" of AFRICOM's Reapers, but the number remains undisclosed and the Pentagon has not confirmed that characterization.

The distinction matters, but it is not the center of the story. Whether the final package contains a few aircraft or most of AFRICOM's contingent, SOUTHCOM is preparing to gain a long-endurance platform that combines intelligence collection with precision-strike capability.

The destination and support arrangements have not been disclosed. CNN linked the plan to anticipated operations in the region, including possible missions in Ecuador. The report also said that some aircraft could be sent to the Middle East instead, which shows that the allocation was still being negotiated when the story was published.

The transfer would expand a presence already taking shape. Colombia agreed in September to borrow three MQ-9A aircraft, according to CNN. SOUTHCOM established the Joint Task Force Western Hemisphere on August 4 as its operational arm for the region. US and Ecuadorian forces have also conducted joint maritime interdictions, including an August operation against a vessel accused of supporting a trafficking network.

Counternarcotics is a concrete mission. It is also part of a campaign that has moved far beyond conventional law enforcement. By September 20, US forces had conducted 69 strikes against vessels the administration described as connected to trafficking, killing at least 231 people, according to the Associated Press. In many cases, the administration released little public evidence supporting its identification of the people or vessels targeted.

The Mission and the Strategy

The drug campaign explains where Reapers can be employed. Current US strategy explains why Washington is moving military capacity into the hemisphere.

The 2025 National Security Strategy calls for restoring US preeminence in the Western Hemisphere under what it terms a new corollary to the Monroe Doctrine. It directs the government to shift military presence toward the region, expand access in strategic locations and make it harder for non-hemispheric competitors to increase their influence.

The document links security partnerships and assistance to the reduction of outside influence over ports, military facilities, infrastructure and strategic assets. It also calls on US officials to use pressure and incentives when dealing with partner governments. Washington has published this policy in its own strategic guidance.

SOUTHCOM applies the same logic. Its current priorities state that the command supports efforts to prevent China, Russia and Iran from gaining influence or control over key terrain and infrastructure. Its August statement on cooperation with Ecuador placed counternarcotics operations, migration control and the limitation of foreign geopolitical interference within the same partnership.

Public reporting assigns the Reapers to counternarcotics and counterterrorism missions. Their broader geopolitical meaning comes from the strategic setting in which the transfer is taking place. Their presence strengthens the military and intelligence relationships through which Washington competes for influence.

The China Factor

China's regional weight is primarily economic, technological and diplomatic. The United Nations Economic Commission for Latin America and the Caribbean describes the relationship as increasingly mature, complex and wide-ranging, covering trade, investment, financing, infrastructure, science and technology.

Ecuador illustrates that complexity. It has a free-trade agreement with China, participates in Belt and Road cooperation and has Chinese-linked projects in energy, mining, electricity and infrastructure. In June 2025, the two governments described their relationship as a comprehensive strategic partnership and signed a new Belt and Road cooperation plan. At the same time, Ecuador is deepening operational security ties with the United States.

South American governments often combine Chinese trade and investment with US training, intelligence and military support. The competition emerges when either relationship begins to affect decisions about ports, telecommunications networks, critical minerals, surveillance systems or access for foreign forces.

The Reapers add weight to the US side of that equation. An MQ-9 deployment requires permissions, logistical support, data links, maintenance and some degree of intelligence coordination. Those arrangements can produce relationships that outlast the operation that created them.

Brazil Raises the Stakes

Brazil is South America's largest country by territory, population and economy. It will hold the first round of its general election on October 4, two weeks after the Reaper plan became public.

The timing comes during a period of pressure from Washington involving tariffs, visa restrictions and an attempted visit by US officials who intended to scrutinize Brazil's electoral system. Brazil denied the officials visas in July, according to The Washington Post.

On September 19, CNN Brasil reported that Brazil's intelligence agency had warned the government and the electoral authorities about the risk of US interference in the election. The assessment cited Washington's stated objective of reducing rival powers' influence and restricting their access to strategic assets, natural resources and infrastructure in Latin America.

The drone plan has added a security dimension to those concerns. Officials in Brasília have raised questions about sovereignty and possible espionage as SOUTHCOM prepares to expand long-range surveillance in the region. Reported destinations do not include Brazil. Even so, the regional presence would increase US intelligence capacity near a country with deep economic ties to China, major reserves of critical minerals and decisive influence over South American diplomacy.

The election magnifies the timing. Washington is applying economic, diplomatic and institutional pressure at the same time that it expands military capacity in the region. In South America's largest country, those instruments now meet at a politically sensitive moment.

What the Reaper Presence Changes

The strategic value of the MQ-9 lies in persistence. A carrier strike group can deliver overwhelming power, but it is expensive and temporary. Reapers can support a smaller and more durable network of surveillance, targeting and intelligence-sharing arrangements.

For partner governments, access to that network can improve monitoring of remote borders, maritime routes and armed groups. It can also create new dependencies involving US intelligence, maintenance, communications and mission approval. The balance between those benefits and the loss of room for independent action will vary by country.

For Washington, the gain is broader than the number of aircraft. A regular ISR and strike presence expands familiarity with the operating environment, strengthens interoperability with selected partners and provides a platform that can be redirected as priorities change. It also gives substance to a strategy that explicitly seeks more access and greater influence in the hemisphere.

For China, the more consequential development is the growth of a US-centered security architecture around governments that also maintain important economic relationships with Beijing. Competition over ports, telecommunications, energy projects and critical minerals can then become tied to decisions about intelligence sharing and military cooperation.

What to Watch

• Aircraft and locations: The final number of MQ-9s, their bases and the commands that will control them will reveal whether this is a limited deployment or the beginning of a lasting regional presence.

• Mission authority: Agreements with host governments will determine where the aircraft can fly, what they can collect and under what circumstances they can support lethal action.

• Brazil's response: Decisions on overflight, intelligence cooperation and regional diplomacy will show how Brasília intends to protect its room for maneuver during and after the election.

• Conditions on security cooperation: Watch for US military assistance or intelligence-sharing arrangements becoming linked to choices involving Chinese telecommunications, ports, infrastructure or critical-mineral projects.

• Regional agency: Colombia, Ecuador, Brazil and other states will shape the outcome through their own decisions to accept, limit or bargain over foreign access.

The Reapers may spend their first missions tracking traffickers. Their lasting importance will be measured by the access they create, the intelligence relationships they deepen and the political choices they make harder for South American governments to avoid.

TUSK: RUSSIA PLANS STRIKES ON NATO EASTERN FLANK STATES

Polish Prime Minister Donald Tusk reported on September 17 that intelligence indicates Russia plans drone and missile strikes against NATO eastern flank states, including Poland, designed to appear accidental. WHY TUSK'S WARNING ON RUSSIAN STRIKES AGAINST NATO MATTERS

Tusk's September 17 statement follows Polish aircraft preventively operating in Polish airspace the same day amid Russian strikes on central Ukraine. Defense Minister Kosiniak-Kamysz had already announced expanded air protection, including F-16s and helicopters, citing recent drone incursions.

ISW assesses that both intentional and unintentional Russian drone incursions let Moscow probe NATO air defenses while eroding the perceived weight of Article 5. Frequent sortieing also raises financial and maintenance costs for NATO air forces, a real cost of the incursions.

Separately, the Kremlin denied plans for post-election mobilization even as Bloomberg reported recruitment officials moving assets abroad. Putin's September 17 decree nationalizing 16 companies, including Auchan and Nestle subsidiaries, points to mounting fiscal pressure from sustained war costs.

Ukraine has reorganized its Donetsk-area command into Azov and Center Groups of Forces and is pursuing over 10 GW of power capacity ahead of an anticipated Russian winter strike campaign against its energy grid, per Energy Minister Shmyhal.

WHY THE HOUTHIS ARE PLAYING BOTH SIDES OF THE STRAIT

ISW reported that the Houthis reached an informal understanding with US representatives in Muscat on September 13, pledging to allow non-Saudi vessels through Bab al Mandeb while continuing to blockade Saudi shipping. This arrangement, reported by a regional source to Axios, remains unconfirmed as durable policy.

ISW assessed that the Houthi pledge to 'allow' certain vessels through the strait indicates an attempt to assert de facto authority over who may transit, not a guarantee of open passage. The group has attacked Saudi vessels since July as part of its blockade campaign.

ISW noted that Houthi construction of berms east of Bab al Mandeb suggests the group is fortifying positions gained during its September 9 to 11 offensive against the Yemeni government, aiming to secure long-term control of coastal terrain.

ISW assessed that the Houthi campaign against Saudi Arabia imposes broader economic costs by disrupting a major oil producer, and that Saudi or international mediation attempts are unlikely to succeed because the Houthis pursue their own objectives independent of Iranian restraint.

ISW report of September 17 · new

ISW reported on September 17 that Ukrainian 3rd Army Corps Commander Brigadier General Andrii Biletskyi said Operation Vivaldi thwarted a Russian plan to encircle the Fortress Belt via pincers from Lyman and Dobropillya converging at Barvinkove. Ukrainian forces reportedly defeated the northern pincer and the operation continues, according to Biletskyi.

ISW also reported that Ukraine's strike campaign against Russian logistics degraded EW systems reliant on diesel generators, aiding drone overmatch. Separately, Ukraine's SBU reported striking transport aircraft and helicopters at Rostov-Central Airfield, and Zelensky stated North Korea sent 30,000 to 50,000 troops for training rather than frontline deployment.

In January 2026, after U.S. forces captured Nicolás Maduro in Venezuela, President Donald Trump said a secret weapon he called the "Discombobulator" had disabled Venezuelan equipment. The Associated Press reported the claim from his New York Post interview; its report did not identify the device's technical mechanism. The episode raises a useful question for military systems: what can acoustic weapons actually do? The documented answer starts with communication, warning and deception, while the alleged Caracas device remains unidentified in the public sources reviewed here. (AP, via Times Union)

What We Know

An acoustic system delivers mechanical pressure waves through a medium such as air. The best documented military examples include acoustic hailing devices, or AHDs, which project speech and warning tones toward a selected area. LRAD, short for Long Range Acoustic Device, is a commercial product family within that category. Its purpose can be to attract attention and communicate instructions; sufficiently intense sound can also cause pain or hearing injury. Those functions should be assessed separately. Military use of projected sound has a longer history. During World War II, U.S. forces trained in sonic deception at Pine Camp, now Fort Drum, using recordings of military activity and vehicle-mounted projection equipment. The intent was to make an opposing force hear formations that were not actually present. That was deception through sound, rather than an attempt to injure listeners. The historical connection is the deliberate shaping of what an opponent perceives; it does not establish a lineage of secret incapacitation weapons. (U.S. Army)

Modern LRAD development followed the 2000 attack on USS Cole, according to manufacturer Genasys's corporate filings. The underlying requirement was practical: ships needed a way to communicate clearly with approaching small craft at greater distances. By 2009, a U.S. military demonstration at Quantico described Navy and Marine Corps purchases for shipboard, vehicle and checkpoint applications. This was already an established force-protection problem well before the Venezuela controversy. (Genasys filing; official demonstration report)

The Army's fiscal 2025 procurement justification describes an AHD requirement for intelligible voice commands at least 300 meters away with background noise at the target. That is a communication specification, not a radius of incapacitation. Range figures for different models, missions and environments are not interchangeable. A listener hearing a signal, understanding a command and suffering an injury are three different outcomes. (Army budget, item M11309)

Documented users extend beyond the United States. In December 2024, Genasys announced a three-year maintenance renewal for LRAD systems deployed by the Indian Navy. Separately, its June 2024 announcement described an order from Damen for Germany's F126 frigate project, with planned integration into the ships' Thales combat-management system. The Indian agreement concerns an installed fleet; the German announcement is evidence of an acquisition and integration plan, not proof that the future frigates were already operational. Operational Context

The first technical distinction is between acoustic energy and electromagnetic energy. The U.S. Active Denial System, demonstrated publicly at CENTCOM in 2008, uses millimeter-wave electromagnetic energy to produce a heating sensation at the skin. It is not a sonic weapon. Its existence demonstrates a different physical mechanism, not the identity of anything used in Venezuela. Treating every unfamiliar effect as "sound" collapses separate technologies into one misleading category. (CENTCOM)

Electronic warfare and cyber operations also need their own explanation. Interfering with an electronic system and projecting pressure waves toward people are different technical tasks. A June 5, 2026, U.S. Cyber Command posture statement explicitly acknowledged integrating cyber effects and intelligence into Operation Absolute Resolve in Venezuela. That is an official acknowledgment of a cyber role. The statement does not identify a particular acoustic device or explain every reported equipment failure. It cannot be used to assign a mechanism to Trump's account. (USCYBERCOM)

Acoustic systems face physical constraints. Sound spreads and attenuates; terrain, weather, buildings and background noise affect what reaches a listener. Very low frequencies are difficult to confine into a narrow beam with compact equipment, while higher frequencies face different propagation losses. A major technical assessment by physicist Jürgen Altmann found weak support for many dramatic infrasound claims and emphasized these engineering tradeoffs. Published in 2001, it provides a physics baseline, not an inventory of present classified capabilities. Audible, infrasonic and ultrasonic systems should therefore be assessed through their measured effects and operating conditions. (Science & Global Security)

The human-effects question is equally material. UN guidance on less-lethal weapons identifies hearing damage among the risks of acoustic devices. In a military application, this makes operator training, exposure control and the position of friendly personnel part of the system assessment. "Less lethal" describes an intended role; it does not guarantee harmlessness. Claims of reliable, reversible incapacitation need evidence beyond a loud demonstration or a witness describing an unfamiliar sensation. (OHCHR, section 7.8)

My Read

I see the strongest documented case for military acoustics in force protection and communication. A ship or checkpoint that can make an intelligible warning has another way to manage an uncertain approach before a decision about force. The operational benefit depends on whether the message reaches the intended people and whether they can understand and act on it. Volume alone is an incomplete measure of military utility.

That leads to a different procurement question from whether a device is impressively loud. I would look for evidence of intelligibility in representative noise, dependable operation from the intended platform, usable controls and a sustainable maintenance burden. A successful demonstration proves performance under its own conditions. A fielded capability needs to work repeatedly with the crew, power supply, transport and support arrangements available to the unit. The Army's communication requirement and the Indian maintenance agreement illustrate why those mundane details matter.

Integration may offer more practical improvement than a dramatic new label. The F126 announcement describes remote systems linked to shipboard combat management. Great Lakes Sound & Vibration (GLSV) describes a Phase II Small Business Innovation Research contract for an acoustic-hailing prototype. Its Focused Enhanced Acoustic-Driver Technology project aims to improve projection and intelligibility in a more compact package. These are identifiable engineering objectives. They should be tracked as development and acquisition work until operational evidence supports stronger conclusions. (GLSV prototype announcement)

The same integration creates a human judgment problem. A sensor can help an operator aim a hailer, but failure to comply with a broadcast does not, by itself, establish hostile intent. Noise, hearing impairment, language and the listener's ability to move can all complicate the response. My assessment is that a useful acoustic system must improve the information available to a commander, while keeping the limits of that information visible.

For the Venezuela allegation, a technical identification would require evidence connecting a named system, a physical mechanism and an observed effect. The available official acknowledgment of cyber support does not supply that chain for a sonic weapon. The defensible conclusion is narrower: acoustic military systems are real, internationally acquired and useful for specific tasks; the public sources reviewed here do not establish that one produced the effects attributed to the "Discombobulator."

What to Watch

• Any official technical disclosure that identifies the alleged Venezuela system and distinguishes a stated capability from an independently demonstrated effect.

• F126 integration and acceptance evidence, separating a supplier's order announcement from delivery, testing and operational use.

• Results from acoustic-driver prototype programs, especially independently reported intelligibility, portability and reliability improvements.

• Military acquisition documents that specify operating conditions and distinguish communication range from human-effects claims.

• Published operator guidance and human-effects research addressing hearing risks, exposure control and the limits of interpreting noncompliance.

WHY THE LYMAN COUNTEROFFENSIVE MATTERS

Ukraine's 3rd Army Corps commander publicly confirmed for the first time that Ukrainian forces are conducting a deliberate counteroffensive, Operation Vivaldi, rather than only defensive holding actions northwest of Lyman. ISW notes Russian sources are beginning to acknowledge these losses.

The 3rd Army Corps paired ground gains with an intermediate-range strike campaign against Russian logistics up to 120 kilometers from the front, which reportedly forced Russia to shut a fuel pipeline into occupied Luhansk Oblast and relocate support units.

ISW assesses these gains have rendered Russia's plan to encircle Ukraine's Fortress Belt from the north and south unfeasible, and a Kremlin-affiliated milblogger reportedly agreed that the advances will delay Russia's planned push on Sloviansk.

Separately, Zelensky again offered a mutual ceasefire on energy infrastructure, contingent on US assurance that Russia is genuinely prepared to stop the war. Kremlin spokesperson Peskov called the proposal a good idea but deflected, citing sanctions relief as a prerequisite.

ISW's September 11 Iran Update reports the Houthis have expanded control along Yemen's Red Sea coast, reportedly seizing the Greater and Lesser Hanish islands, Dhubab, and Perim Island in the Bab al Mandeb Strait, according to Yemeni government officials cited by international media.

Japan used its September 9 statement to the International Atomic Energy Agency to reaffirm the goal of eliminating North Korea's nuclear weapons. Pyongyang is demanding a different starting point. At the Ninth Congress of the ruling Workers' Party in February, Kim Jong Un tied better relations with Washington to respect for his country's existing status. In July, Kim Yo Jong again declared that nuclear status irreversible. I see the political dispute as an attempt to make continued possession the accepted starting point for negotiations. Understanding that demand requires following how the weapons were built, what has actually been demonstrated, and what recognition could change. (Japan; Reuters; Yonhap)

What We Know

The program began with scientific capacity. Soviet assistance trained North Korean specialists and supplied a research reactor at Yongbyon in the 1960s. Pyongyang subsequently built its own reactor and supporting facilities. By the late 1980s, it had developed the infrastructure needed to extract plutonium from used reactor fuel. Those decades of investment established a domestic industrial base that restrictions on imported equipment could constrain but could not simply erase. (Siegfried Hecker, Stanford)

North Korea joined the Nuclear Non-Proliferation Treaty, or NPT, in 1985 and concluded its comprehensive safeguards agreement in 1992. Inspectors then identified inconsistencies in its nuclear declarations. The 1994 Agreed Framework froze its plutonium production program in exchange for energy assistance and steps toward better relations. That freeze had real effect. The arrangement collapsed during the 2002 crisis over an alleged clandestine uranium enrichment program and reciprocal implementation disputes. Pyongyang announced its NPT withdrawal on January 10, 2003. (IAEA chronology; Congressional Research Service)

The decisive public demonstration came on October 9, 2006, under Kim Jong Il. The Comprehensive Nuclear-Test-Ban Treaty Organization detected the explosion and subsequently radioactive evidence of its nuclear character. Five more tests followed: 2009, 2013, twice in 2016, and September 3, 2017. The last produced the largest seismic signal of the series. Pyongyang described it as a hydrogen bomb; the monitoring record establishes an explosion, without independently revealing every feature of the device. (CTBTO; CRS)

Plutonium was only part of the story. A Stanford research team traced enrichment-related imports through links to Pakistan's A. Q. Khan network from the late 1990s. In November 2010, North Korea showed visiting Stanford specialists a modern uranium enrichment facility at Yongbyon, presented as serving civilian fuel production. This demonstrated another industrial capability relevant to an arsenal, though a managed visit could not establish the full program's scale. (Hecker, Carlin and Serbin)

Under Kim Jong Un, the first successful ICBM tests came in 2017, followed by solid-fuel ICBM tests in 2023. SIPRI's June 2026 release estimates that, in January, North Korea had possibly assembled around 60 warheads, with material for at least 30 additional weapons. These are estimates, not an inspected inventory. A demonstrated explosion, a missile flight and a reliable operational nuclear delivery system are separate evidentiary milestones. (CRS; SIPRI)

Operational Context

Recognition has three distinct meanings. The first is acknowledging physical possession. Military planners already have to account for the arsenal. The second is political acceptance: negotiating on the premise that North Korea will retain nuclear weapons. That could shift bargaining toward limits, crisis management and sanctions relief. The third is the formal category of a nuclear-weapon state under the NPT. Conflating these meanings makes a diplomatic concession sound either smaller or larger than it is.

Article IX defines that treaty category by a historical cutoff: manufacturing and exploding a nuclear device before January 1, 1967. Under the existing text, North Korea cannot qualify. A bilateral declaration would not rewrite the treaty. Security Council Resolution 1718 separately requires North Korea to abandon its nuclear weapons and nuclear programs. Political recognition would not automatically remove those obligations or the associated sanctions. (NPT text; Resolution 1718)

The 2019 Hanoi summit broke down over the scope and sequencing of nuclear concessions and sanctions relief. Kim's February 2026 position, as reported by Reuters from KCNA, coupled respect for North Korea's status with withdrawal of Washington's confrontational policy. On July 27, Kim Yo Jong rejected the ASEAN Regional Forum's denuclearization call and promised continued improvements to nuclear capability. These statements describe Pyongyang's conditions and intentions. They establish neither an agreed negotiating agenda nor international acceptance of its claims. (CRS; Reuters; Yonhap)

There is also an operational reason to take the language seriously. North Korea's September 2022 nuclear law described circumstances permitting use beyond retaliation to a nuclear strike. A 2023 constitutional amendment reinforced its nuclear policy. Combined with missiles threatening South Korea and Japan, that posture makes warning time, communication and judgments about an opponent's intentions central to any settlement. Verification remains a substantial obstacle. In its report for the 2026 NPT Review Conference, the IAEA described indications of activity at nuclear facilities while explicitly warning that lack of access prevented confirmation of their operational status and the nature of the work. A freeze would need to define what is covered and how compliance is checked. Satellite observations alone cannot certify a complete arsenal declaration. (IAEA report, paragraphs 24–28)

My Read

I read the recognition campaign as an attempt to turn accumulated military capability into a durable diplomatic entitlement. If retaining the arsenal becomes the accepted starting point, Pyongyang can seek concessions for restraining its future growth while preserving its existing weapons. That would change the transaction Washington and its partners are being asked to consider. Without verified restraint in return, it would reward North Korea for making disarmament progressively harder.

The strongest argument for a limited agreement is practical. An enforceable cap on production, restrictions on testing and functioning crisis communications could reduce danger before comprehensive disarmament becomes achievable. Refusing to discuss intermediate restraints leaves those potential gains unexplored. The historical record supports taking such measures seriously: the Agreed Framework did constrain plutonium production, even though it did not deliver a lasting settlement. The standard should be measurable restraint, sustained access and consequences for violations. (CRS historical assessment)

The alliance problem is equally concrete. An agreement concentrating on missiles that threaten the continental United States could leave South Korea and Japan exposed to shorter-range nuclear systems. I would expect that imbalance to intensify doubts about American security guarantees and strengthen arguments for greater military autonomy. An eventual decision to acquire nuclear weapons would involve additional political, economic and technical choices. Recognition alone would not make such proliferation inevitable.

Beyond Northeast Asia, the precedent concerns incentives. Other governments could interpret acceptance accompanied by major benefits as evidence that enduring sanctions and building an arsenal eventually secures better negotiating terms. That risk must be weighed against the gains from a verified agreement. The NPT bargain also includes nuclear disarmament commitments by its parties; defending it requires credibility on restraint as well as opposition to additional nuclear possessors. (NPT, Article VI)

Great-power divisions already complicate that balance. Russia vetoed renewal of the UN sanctions monitoring panel in March 2024, while China abstained. The sanctions themselves remained in force. My assessment is that weaker collective enforcement gives Pyongyang more room to resist pressure and seek selective accommodation. Japan's September 9 warning about divisions at the IAEA shows why a unified diplomatic response cannot be assumed. (UN record; Japan)

I would judge any opening by whether verifiable limits become possible while the legal status question remains explicit. Evidence that would improve that assessment includes a credible declaration, inspector access and restraints addressing the threats to regional allies. A summit photograph or softer terminology would establish far less. The meaningful measure is how much danger an agreement removes and how reliably that reduction can be verified.

What to Watch

• Negotiating language: whether official texts retain denuclearization as an objective, defer it, or accept permanent possession.

• Verification access: whether Pyongyang offers inspectors access and a declaration covering the facilities relevant to any proposed limits.

• Alliance coverage: whether discussions address threats to South Korea and Japan alongside intercontinental missiles.

• Nuclear activity: independently assessed production and test indicators, with uncertainty preserved rather than inferred stockpile counts treated as fact.

• Diplomatic concessions: whether sanctions relief or normalization is tied to verified steps, and whether Russia and China support implementation.

British, Norwegian and U.S. forces interrupted a Russian exercise near Svalbard this spring, according to a Reuters investigation published on September 10. Two anonymous Western officials told the agency that deep-sea submersibles were rehearsing the deployment of technology intended to disable undersea cables. The Russian vessels left without completing the exercise, the officials said. The report adds a claimed weapon capability and a U.S. role to earlier British and Norwegian disclosures of covert Russian undersea activity. Its significance rests on what those new details reveal about the threat, while the equipment's actual performance remains unverified publicly.

What We Know

GUGI, Russia's Main Directorate of Deep-Sea Research, carried out the exercise, the officials told Reuters. They described technology designed to disable cables without leaving identifying traces, but declined to explain its workings. That describes an intended capability whose performance has not been demonstrated publicly. The agency reports that no cables were damaged. Britain, Norway and the United States reportedly tracked and confronted the vessels at sea; the account does not establish when the allies first learned of the exercise or exactly how they located it.

The public record also includes statements from the governments involved. Norway's Defence Minister Tore Sandvik told Reuters that the joint operation had sent Moscow a warning about targeting critical infrastructure. Britain's Ministry of Defence referred the agency to its April 9 disclosures about Russian activity around underwater infrastructure. NATO itself directed questions to the Norwegian and British authorities. Those responses provide named official attribution for parts of the account, although they do not independently establish every detail supplied by the anonymous officials.

The distinction between the April disclosures and the September reporting matters. Reuters identifies the new elements as the weapon, the location near Svalbard and American participation. It also reports that British and Norwegian officials presented their findings to Moscow while the confrontation at sea was taking place, hoping to discourage use of the technology. The declared intention was therefore to influence Russian decisions as well as interrupt the exercise. The report does not show whether that warning changed subsequent Russian plans or development work.

Western officials place the episode within their broader concern about Russian sabotage and possible preparations for confrontation with NATO. That remains an assessment of intent, separate from the reported events at sea. The Russian Defence Ministry did not answer Reuters' request for comment on the incident; the Kremlin generally denies conducting sabotage in NATO countries. Defense News published the same investigation by Reuters journalists Sarah McFarlane and Gram Slattery. It is a republication, not an additional set of independently interviewed sources.

Operational Context

GUGI's wider role is documented outside this one investigation. The British Ministry of Defence describes a programme using specialist surface vessels and submarines to survey underwater infrastructure in peacetime and develop the capacity to damage it during conflict. Its April release also discusses the intelligence ship Yantar and earlier monitoring near British waters. These disclosures provide context for why governments follow such vessels. The presence of a GUGI-associated platform alone does not establish that it is carrying out an attack, or identify the particular equipment it carries.

Some tracking methods are already public for the operation Britain described in April. The Ministry of Defence named HMS St Albans, RFA Tidespring, Merlin helicopters and RAF P-8 aircraft, and said sonobuoys were deployed. Defence Secretary John Healey described an Akula-class submarine operating alongside two specialised GUGI submarines, with the response lasting more than a month. These details belong to that disclosed operation. They cannot simply be assigned to the precise Svalbard encounter: the September report does not map each platform, sensor or phase onto the newly disclosed location.

The cables themselves create a protection problem that continues after a suspect vessel leaves. A December 2024 Carnegie Endowment study by Sophia Besch and Erik Brown describes how alternative connections can absorb some disruptions, while islands with fewer links are more exposed. It also identifies limited repair capacity as a European vulnerability. Detection, continuity of service and restoration therefore need separate attention. Tracking a submarine can help address the immediate threat; spare capacity and access to repair ships determine how a network copes if damage does occur.

Confronting a vessel also changes what both sides can observe. A patrol that makes its presence obvious communicates that an activity is being watched, but it may give the other side an opportunity to study the response. The balance depends on what is disclosed and what remains concealed. The public account does not let an outside observer calculate that exchange. It does, however, distinguish the reported operational action at sea from the diplomatic warning delivered in Moscow, two actions with different audiences and possible effects.

My Read

The most consequential detail for me is the reported decision to take the findings to Moscow during the operation. If the officials' account is accurate, Britain and Norway were trying to affect a future decision to use the technology. Interrupting the exercise offered a concrete demonstration that the activity had attracted attention. Presenting the findings added a warning. Whether that discourages further attempts will depend partly on how Russian planners judge the risk of detection during an actual mission, a judgment this report cannot establish.

The reported weapon creates an attribution problem as well as a physical threat. Officials describe technology intended to disable a cable without leaving identifying traces. A cable failure on its own would not demonstrate that such a device had been used. Attribution would need additional evidence linking the damage to an actor and a method. Identifying a suspicious exercise and explaining a later service outage require different evidence: the former can inform a warning, while the latter requires an investigation of the actual damage. This incident supplies no demonstration of how that forensic problem would be resolved.

The practical policy question is how to protect services when surveillance misses something. Carnegie's discussion of redundancy and repair points to measures that can reduce the consequences of damage even when attribution is delayed or disputed. For governments and cable operators, the useful questions include which connections have alternatives, how quickly a repair vessel could reach a break and who coordinates the response. An intercepted exercise cannot answer those questions. It does give officials a reason to test whether their contingency arrangements cover the infrastructure they say is at risk.

I would judge the allied response by the limits it placed on the reported Russian activity, then examine whether those limits can be sustained. The exercise was reportedly interrupted, and the officials describe a warning delivered directly to Moscow. That supports a narrow assessment of operational success. It does not establish that the capability has been abandoned, that another attempt would be detected or that the balance of intelligence gained favoured only one side. Further evidence should change those judgments individually, rather than turn the entire account into a single verdict about undersea superiority.

What to Watch

• An official chronology linking the April disclosures to the Svalbard encounter would clarify which vessels, locations and phases belong to the same activity.

• Technical evidence about the reported weapon would allow its claimed cable-disabling capability to be assessed beyond the officials' description.

• A Russian statement addressing specific operational details, rather than a generic denial, could supply claims that can be checked against the allied account.

• Another documented incident involving comparable GUGI activity would permit a comparison of methods and outcomes. Unrelated submarine sightings would not establish the same pattern.

• Cable operators' disclosures about alternative routes, repair access or recovery exercises would show which preparations could limit disruption if an attack succeeded.

WHY IRAN'S FAILED STRIKE AND PLANNED ZONE MATTER

CENTCOM confirmed Iranian ballistic missiles fired at two US Navy warships on September 5 caused no damage or casualties. ISW-CTP assesses the IRGC likely intended the attack to erode US willingness to keep enforcing its naval blockade on Iranian ports.

Separately, SNSC Secretary Mohsen Rezaei announced Iran will establish a restricted zone extending from the US blockade line south of the Strait of Hormuz into the Persian Gulf. Rezaei said vessels entering must follow Iranian transit rules or face listing as noncompliant.

On February 16, 1946, less than a month after the Security Council first met, the Soviet Union blocked a proposal concerning the withdrawal of British and French troops from Syria and Lebanon. It was the first veto in United Nations history.

Eighty years later, the mechanism remains intact. By September 5, 2026, the five permanent members had cast 322 individual vetoes against 265 proposals. A joint veto counts once for each member casting it, even though only one proposal is blocked. The total also includes two private-meeting cases excluded from the national subtotals (Sievers & Daws, Table 4).

The national series, updated with the joint Chinese-Russian veto of April 7, 2026, puts Russia and the former Soviet Union at 156, followed by the United States at 94, the United Kingdom at 30, China at 22 and France at 18. These attributed totals sum to 320; the two private cases bring the overall count to 322 (Dag Hammarskjöld Library).

Why the Council Was Created

The United Nations emerged from World War II as an attempt to build a system capable of responding to threats to peace. The Charter, signed in San Francisco in June 1945, assigned the Security Council primary responsibility for international peace and security. Unlike the General Assembly, which generally makes recommendations, the Council can adopt binding decisions, impose sanctions and authorize the use of force. Its first session took place in London on January 17, 1946.

The original Council had 11 members: five permanent and six elected. The United States, the Soviet Union, the United Kingdom, China and France received permanent seats because of their place in the postwar balance of power. In political terms, they represented the principal victors of the war and the powers considered indispensable to any functioning system of collective security (Dag Hammarskjöld Library).

The arrangement preserved the permanent seats established in 1945. China’s seat belonged to the Republic of China until 1971, when it passed to the People’s Republic of China; the Russian Federation succeeded the Soviet Union. The Council expanded from 11 to 15 members in 1965, with ten nonpermanent seats elected for two-year terms and distributed by region. The five permanent seats remained unchanged.

How the Veto Works

The word “veto” does not appear in the UN Charter. The power derives from Article 27: procedural decisions require nine affirmative votes, while substantive decisions require nine votes including the concurrence of the permanent members. In practice, a negative vote by any one of them defeats a substantive proposal. An abstention does not.

Article 27(3) also requires a party to a dispute to abstain in decisions under Chapter VI and Article 52(3). That obligation has a defined scope; it is not a general ban on voting in every case involving the member’s own interests (UN Charter).

The design grew out of the Yalta formula. The victorious powers would not have joined an organization able to act directly against their vital interests. The veto was the price of their participation.

That logic also makes reform difficult. Under Article 108, amendments require adoption by two thirds of General Assembly members and ratification by two thirds of UN members, including all five permanent members.

Veto Totals by Permanent Member

Methodology: The national totals use Sievers and Daws through September 18, 2025, updated with the April 7, 2026 vote. The series combines the Soviet Union and the Russian Federation. For China, it combines one veto cast by the Republic of China, which held the seat until 1971, with those cast by the People’s Republic of China.

The overall total also includes two proposals vetoed in private meetings on the selection of the secretary-general, in 1953 and 1996. Because the official communiqués did not identify the members that cast those vetoes, the two cases are not included in the national subtotals.

Soviet Union and Russia: From Gatekeeper to Strategic Shield

Of the 156 vetoes in the Soviet-Russian series, 114 were cast by the Soviet Union. Moscow initially used the veto to control the expansion of a UN it viewed as pro-Western. In December 1955, it blocked applications from countries including Italy, Japan and Spain before an agreement allowed 16 states to join. The veto also protected interventions and allies in Hungary, Afghanistan, the Congo and the India-Pakistan conflict (Sievers & Daws, Table 4).

After vetoes became less frequent in the 1990s, Moscow’s use increased over Syria from 2011. Security Council Report records 18 draft resolutions blocked over Syria, all vetoed by Russia and ten jointly with China. The proposals covered sanctions, referral to the International Criminal Court and humanitarian mechanisms.

In Ukraine, the state accused of aggression prevented the Council from acting. Russia vetoed texts concerning Crimea, Malaysia Airlines Flight MH17, the full-scale invasion and attempted annexations. In February 2022, it vetoed a demand that it withdraw its forces, despite 11 votes in favor; three members abstained.

United States: Israel as a Red Line

Washington waited 24 years before using the veto. Its first came in 1970, alongside the United Kingdom, over Southern Rhodesia, after decolonization had already eroded the automatic majority the United States had once enjoyed.

In later decades, Washington protected allies and its own actions, blocking texts concerning Vietnam, Angola, Nicaragua, Libya and Panama. Together with London and Paris, it blocked ten draft resolutions on South Africa and Namibia between 1974 and 1981 (Security Council Report).

Israel and Palestine define the American pattern: 38 of the 94 US vetoes appear directly under agenda headings related to the question of Palestine, even before texts filed under broader Middle East or Lebanon headings are counted.

Between October 2023 and September 2025, Washington cast seven vetoes directly related to Gaza, including an amendment, and separately vetoed Palestine’s admission to the United Nations. At the Council’s 10,000th meeting, it cast the sole vote against a ceasefire supported by the other 14 members.

United Kingdom and France: The End of the Imperial Veto

London cast all 30 of its vetoes between 1956 and 1989; Paris cast its 18 between 1946 and 1989. Neither has used the veto since.

During the Suez Crisis in October 1956, the United Kingdom and France vetoed two draft resolutions intended to halt the operation against Egypt. The issue moved to the General Assembly, which created the first United Nations Emergency Force. In the same week, the Soviet Union used its veto to shield its intervention in Hungary. The contrast exposed a lasting rule: great powers condemn an adversary’s veto but defend the instrument when it protects their own interests (UN, “Uniting for Peace”).

The United Kingdom cast five lone vetoes on Rhodesia. During the Falklands War, it joined the United States in vetoing a ceasefire proposal on June 4, 1982. France defended overseas interests in Indonesia and the Comoros. Both countries ended their veto record in 1989, alongside the United States, over the invasion of Panama (Sievers & Daws, Table 4).

Paris and London later embraced voluntary restraint. Both endorsed the ACT Group’s Code of Conduct, while France and Mexico lead an initiative calling for the voluntary suspension of the veto in cases of mass atrocities, an initiative supported by 107 states (Security Council Report).

China: From Restraint to Alignment with Moscow

The Chinese count begins with the Republic of China, which vetoed Mongolia’s admission in 1955. After the People’s Republic of China took the seat in 1971, Beijing vetoed Bangladesh’s admission in August 1972. Two weeks later, alongside the Soviet Union, it vetoed an amendment to a draft resolution on the Middle East. Beijing then went nearly 25 years without using the veto again (UN Digital Library, S/PV.1662).

In the 1990s, the dispute over Taiwan reached the Council. China blocked a mission in Guatemala in 1997 and an operation in Macedonia in 1999, both countries that maintained relations with Taipei.

The shift came in 2007. Of the 20 vetoes cast by the People’s Republic through 2025, 15 came from that year onward, all alongside Russia, on issues including Syria, Venezuela, North Korea and Gaza (Security Council Report). In April 2026, the two countries vetoed a proposal concerning navigation through the Strait of Hormuz. Eleven members supported it and two abstained.

Beijing still uses the veto far less often than Moscow or Washington, having historically preferred to abstain. Its recent pattern, however, has turned the veto into an expression of Chinese-Russian convergence against sanctions, intervention and accountability mechanisms.

The Veto’s Invisible Power

The statistics record only texts put to a vote. They do not capture the “pocket veto”: proposals weakened, negotiations abandoned and crises kept off the Council floor because other countries anticipate opposition from a permanent member. Security Council Report identifies Rwanda, Kosovo, Sudan and Sri Lanka as cases shaped by such threats. In March 2003, the United States, the United Kingdom and Spain abandoned a vote on a second resolution concerning Iraq in the face of French opposition and insufficient support. The US- and UK-led invasion followed without new Council authorization.

Resolution 76/262, adopted in 2022, requires the president of the General Assembly to convene a debate within ten working days of a veto, unless the Assembly meets in an emergency special session on the same situation. The debate cannot reverse the veto. The resolution gives the vetoing member priority to speak, but does not require it to present a defense.

Representatives told the Assembly in November 2025 that 17 vetoes had triggered 17 such meetings. The mechanism exposes the decisions to wider political scrutiny; it does not give the Assembly the Council’s enforcement powers.

Why Reform Has Stalled

The Council’s permanent membership still reflects the settlement of 1945, even though the United Nations has grown from 51 founding members to 193. The absence of permanent African or Latin American seats, and the presence of only one Asian permanent member, contribute to a crisis of legitimacy. In May 2026, Secretary-General António Guterres called again for expansion in both membership categories.

The General Assembly’s convergence document sets out competing proposals:

• The G4 (Brazil, Germany, India and Japan) advocates six new permanent seats: two for Africa, two for Asia-Pacific, one for Latin America and the Caribbean, and one for Western Europe and other states.

• The African common position demands at least two permanent seats chosen by the continent and, for as long as the veto exists, the same rights as the current P5.

• Uniting for Consensus, which includes Italy and Pakistan, opposes new permanent members and favors more elected seats or longer, renewable terms.

The veto is another dividing line. Options range from abolition or restriction to Chapter VII cases to a requirement that two permanent members vote against a decision before it can be blocked. Support has grown for voluntary abstention in cases of genocide, crimes against humanity and war crimes. Launched in 2009 under a 2008 General Assembly decision, the intergovernmental negotiations have yet to produce an agreed reform package.

I see little prospect of abolishing the veto while all five permanent members must ratify that change. Voluntary restraint and Assembly scrutiny leave the power intact; their value depends on whether they change a member’s decision to use it. I would judge those efforts by whether permanent members withhold a veto during a crisis.

US ENVOYS REACH MOSCOW AS KYIV-MOSCOW STRIKE PAUSE BEGINS

WHY THE MOSCOW VISIT MATTERS BUT DOES NOT END THE WAR

ISW reports that the arrival of Witkoff and Kushner in Moscow coincided with a narrow, temporary halt to long-range strikes against Kyiv and Moscow cities, set to expire September 7. Zelensky confirmed Ukraine would observe the pause through that date.

The ceasefire covers only long-range strikes on two capital cities, not the frontline. Putin told the delegation that Russia did not agree to Ukraine's broader three-day frontline ceasefire proposal, according to the report.

ISW notes Russian forces did not advance anywhere on September 5, and Ukrainian forces struck Russian radar, electronic warfare, and mesh network infrastructure in Bryansk Oblast the prior day. Russian officials meanwhile discussed strengthening air defense using unfit volunteers.

WHY NORTH KOREA IS HARDENING ITS NUCLEAR STANCE

The US State Department reaffirmed on August 26 its longstanding commitment to North Korea's complete denuclearization, according to Yonhap News Agency. North Korea's foreign ministry responded on August 31 that this position would not weaken its status as a nuclear-weapon state.

ISW assesses North Korea may be pressuring President Trump to accept its nuclear status in exchange for future engagement. Trump ordered a reduction in US participation in the Ulchi Freedom Shield exercise on August 18 and has sought dialogue with Kim Jong Un.
