Ukraine has accumulated a rare military archive: millions of annotated video frames collected during tens of thousands of combat flights. The material records targets under conditions that cannot easily be reproduced in peacetime (Ministry of Defence of Ukraine). Kyiv is turning parts of that archive into an instrument of cooperation. In March 2026, the government approved a project allowing partners to train artificial intelligence models for unmanned systems without receiving direct access to sensitive military databases (Cabinet of Ministers of Ukraine). The initiative could strengthen Ukraine and improve allied military technology. It also raises a harder question: when battlefield experience becomes training data, who owns the capabilities produced from it?
