WHY THE STRIKES ON RUSSIAN INFRASTRUCTURE MATTER
The September 11 ISW report notes Ukrainian forces struck the Saratov refinery for the sixth time since January and 18th time since the war began, alongside strikes on chemical plants in Berezniki and near Volgograd.
