WHY THE HOUTHIS ARE PLAYING BOTH SIDES OF THE STRAIT
ISW reported that the Houthis reached an informal understanding with US representatives in Muscat on September 13, pledging to allow non-Saudi vessels through Bab al Mandeb while continuing to blockade Saudi shipping. This arrangement, reported by a regional source to Axios, remains unconfirmed as durable policy.
ISW assessed that the Houthi pledge to 'allow' certain vessels through the strait indicates an attempt to assert de facto authority over who may transit, not a guarantee of open passage. The group has attacked Saudi vessels since July as part of its blockade campaign.
ISW noted that Houthi construction of berms east of Bab al Mandeb suggests the group is fortifying positions gained during its September 9 to 11 offensive against the Yemeni government, aiming to secure long-term control of coastal terrain.
ISW assessed that the Houthi campaign against Saudi Arabia imposes broader economic costs by disrupting a major oil producer, and that Saudi or international mediation attempts are unlikely to succeed because the Houthis pursue their own objectives independent of Iranian restraint.

ISW also reported that Ukraine's strike campaign against Russian logistics degraded EW systems reliant on diesel generators, aiding drone overmatch. Separately, Ukraine's SBU reported striking transport aircraft and helicopters at Rostov-Central Airfield, and Zelensky stated North Korea sent 30,000 to 50,000 troops for training rather than frontline deployment.
