WHY TUSK'S WARNING ON RUSSIAN STRIKES AGAINST NATO MATTERS
Tusk's September 17 statement follows Polish aircraft preventively operating in Polish airspace the same day amid Russian strikes on central Ukraine. Defense Minister Kosiniak-Kamysz had already announced expanded air protection, including F-16s and helicopters, citing recent drone incursions.
ISW assesses that both intentional and unintentional Russian drone incursions let Moscow probe NATO air defenses while eroding the perceived weight of Article 5. Frequent sortieing also raises financial and maintenance costs for NATO air forces, a real cost of the incursions.
Separately, the Kremlin denied plans for post-election mobilization even as Bloomberg reported recruitment officials moving assets abroad. Putin's September 17 decree nationalizing 16 companies, including Auchan and Nestle subsidiaries, points to mounting fiscal pressure from sustained war costs.
Ukraine has reorganized its Donetsk-area command into Azov and Center Groups of Forces and is pursuing over 10 GW of power capacity ahead of an anticipated Russian winter strike campaign against its energy grid, per Energy Minister Shmyhal.

The Houthis resumed their war with Saudi Arabia in July 2026 after Saudi attempts to block Iranian IRGC advisors from landing in Sanaa, seeking economic concessions with Iranian backing. Unspecified sources told Hezbollah-aligned media on September 18 that Saudi Arabia offered a two-week truce through Omani mediators, which the Houthis rejected, according to that reporting.
ISW assesses the rejection suggests the Houthis are either confident they can extract further concessions or view their current position as difficult to defend if fighting resumes. The Houthis remain an independent Iranian partner and may resist Pakistani-driven Iranian pressure to restrain their campaigns, and they continue pursuing control over all of Yemen as a grand strategic objective.
