WHY PUTIN'S STRIKE-FOCUSED THEORY OF VICTORY MATTERS
ISW's September 27 report describes a Kremlin-affiliated milblogger endorsing a revised Russian theory of victory centered on long-range strikes rather than ground advances. The milblogger acknowledged the frontline is static, a tacit admission of near-zero territorial gains in recent months.
The strategy depends on mass-produced jet-powered Geran-type drones penetrating Ukrainian air defenses at scale. Zelensky said Ukraine's interception rate for jet-powered Shahed drones is now 55 percent, with more than 1,500 of 2,730 launched drones intercepted in September.
ISW assesses Putin likely does not intend the strike campaign to last indefinitely and is probably trying to force Ukrainian capitulation before spring 2027. The milblogger separately warned that sustaining the campaign long-term could be more costly than its immediate effects.
Ukraine is developing interceptor drones aimed at countering jet-powered Gerans, with Budanov saying mass deployment could begin within months. ISW notes it remains unclear whether Ukraine's interceptor program can scale in time to disrupt the intensifying winter campaign.
