WHY NORTH KOREA'S DMZ MINE CLAIM MATTERS
South Korean Defense Minister Kang Shin-chul said on September 29 that North Korea planted the mine that injured a South Korean soldier on September 21. He said South Korea has a range of options and will implement corresponding measures in stages, without specifying what those measures entail.
ISW assesses this fits a pattern of North Korean DMZ fortification since 2023, including landmines, anti-tank walls, barbed wire, and tactical roads, alongside repeated North Korean soldier crossings south of the demarcation line that triggered South Korean warning shots.
ISW assesses the Lee administration's engagement-focused North Korea policy is likely to lose momentum if North Korean aggression continues, with opposition lawmakers already criticizing Lee's caution following the mine incident.
